Chairman Mao Zedong's "working methods of the Party committee" is of great significance to modern enterprise organization and management, methods and methods, cadres' quality and team building. Now I recommend this article to you for reading. I hope you can understand the true meaning, clear and organized, and improve your cultivation.
Mao Zedong: working methods of the Party committee
(on March 13, 1949, this was part of the conclusion made by Mao Zedong at the second plenary session of the Seventh Central Committee of the Communist Party of China.
1、 Party secretary should be good at being "monitor". There are 120 members of the Party committee, like a class in the army, and the secretary is like a monitor. It's really not easy to lead the class. At present, the central bureaus and sub bureaus all lead large areas and shoulder heavy tasks. Leaders should not only determine policies, but also formulate correct working methods. If they neglect their working methods, problems will still arise. If the Party committee wants to accomplish its leading task, it must rely on the "group of people" of the Party committee to give full play to their role. If the secretary wants to be a good monitor, he should study and study well. If the Secretary and the deputy secretary do not pay attention to the publicity and organization work for their "one group", are not good at dealing with the relationship between themselves and the members, and do not study how to hold the meeting well, it will be difficult to command the "one group" well. If the movement of the "one team" is not orderly, it is impossible to lead millions of people to fight and build. Of course, the relationship between the Secretary and the committee members is that the minority is subordinate to the majority, which is different from the relationship between the monitor and the soldiers. This is just an analogy.
2、 Put the problem on the table. Not only the monitor but also the committee members should do so. Don't talk behind your back. If there are any problems, we will hold a meeting, put them on the table for discussion, stipulate several of them, and the problems will be solved. If we don't put problems on the table, we will not be able to solve them for a long time, or even for a few years. "Squad leader" and members should be able to understand each other. Understanding, support and friendship between secretaries and members, the Central Committee and the central bureaus, the central bureaus and the district party committees are more important than anything else. In the past, we did not pay attention to this point. Since the Seventh National Congress, great progress has been made in this regard, and friendly and solidarity relations have been greatly enhanced. We should continue to pay attention to it in the future.
3、 "Exchange of information". That is to say, all members of the Party committee should inform and communicate with each other about what they know. It's important to have a common language. Some people don't do this, but as Lao Tzu said, "the sound of chickens and dogs is heard each other, and death doesn't communicate with each other" , as a result, there is no common language between them. Some of our senior cadres also have different languages on the basic theoretical issues of Marxism Leninism, because learning is not enough. Now the language in the party is quite the same, but the problem has not been completely solved. For example, in land reform, there are different understandings of what is "middle peasants" and what is "rich peasants".
4、 Ask your subordinates about things you don't know or don't understand, and don't easily express your approval or opposition. Some of the documents have been drafted and will not be issued for the time being, because there are still some problems that have not been clarified, so we need to seek the opinions of the lower level first. We must not be forced to be ignorant, to "ask questions" and to be good at listening to the opinions of the following cadres. First as a student, then as a teacher; first to the following cadres for advice, and then order. When dealing with problems, the central bureaus and the front committees should do so, except when the military situation is urgent and matters have been clarified. This will not affect their prestige, but will only increase their prestige. The decisions we have made include the correct opinions put forward by the following cadres, who of course support them. Some of the following cadres are right and some are wrong. We should analyze them after listening to them. You must listen to and act on the right opinions. The main reason why the central leadership is correct is that it synthesizes the materials, reports and correct opinions provided by all localities. It is very difficult for the Central Committee to give orders correctly if all localities do not come with materials or make suggestions. It is wrong to listen to the following erroneous opinions and not listen to them at all; however, if you listen to them and do not follow them, you should criticize them.
5、 Learn to play the piano. To play the piano, you need to move all ten fingers. Some of them can't move, some of them can't. But, ten fingers all press down at the same time, that also does not become the key. In order to produce good music, the movements of ten fingers should have rhythm and cooperate with each other. The Party committee should pay close attention to the central work and carry out other work around the central work at the same time. We are now in charge of many aspects. We should take care of the work of all localities, the armed forces and all departments, and we should not only pay attention to a part of the problems but discard others. We must learn the key points of all problems. Some people play the piano well, others don't play it well. The two kinds of people play very different tunes. Comrades of the Party committee must learn to play the piano well.
6、 We should "hold fast". In other words, the Party committee must not only "grasp" the main work, but also "grasp". Nothing can be grasped unless it is grasped tightly and not relaxed. To grasp without tightening is to grasp without tightening. I can't hold anything, of course. It's just like holding your hand, but if you don't hold it tightly, it looks like you can't hold something. Some of our comrades also focus on the main tasks, but not on them, so the work cannot be done well. If we don't grasp it, we can't grasp it.
7、 There is a "number" in the chest. This means that we must pay attention to the quantitative aspects of situations and problems and have a basic quantitative analysis. Any quality is represented by a certain quantity. Without quantity, there will be no quality. Many of our comrades do not know how to pay attention to the quantity of things, the basic statistics, the major percentages, the quantitative limits that determine the quality of things. If there is no "number" in their mind, they cannot fail to make mistakes. For example, in order to carry out land reform, we need to understand the number of landlords, rich peasants, middle peasants and poor peasants, each of whom occupies a population and each has land, so that we can work out the right policies. For what is a rich peasant, what is a rich middle peasant, and how much exploitation income is a rich peasant. Otherwise, even a rich middle peasant must find out a quantitative limit. In any mass movement, there must be a basic investigation and analysis of how much the masses actively support, how much they oppose, and how much they are in the middle. We must not decide problems without foundation and subjectively.
8、 "Notice of security". The meeting should be informed in advance, like a notice for the people, to let everyone know what problems to discuss, what problems to solve, and make preparations early. In some places, when a meeting of cadres is held, the report and draft resolution are not prepared in advance. When the meeting is held, the people can make do temporarily. It seems that "the troops have arrived, but the food and grass are not prepared". This is not good. If you are not prepared, don't rush to the meeting.
9、 "Better troops and simpler administration". Speeches, speeches, articles and resolutions should be concise and to the point. Don't hold the meeting too long.
10、 Pay attention to uniting those comrades who have different opinions to work together. Attention should be paid to this article, both at the local level and in the armed forces, as well as for non party members. We are all gathered from all over the world. We should not only be good at uniting comrades with the same views, but also at uniting comrades with different views. There are also those of us who have made great mistakes. Don't dislike these people. Be prepared to work with them.
11、 Don't be proud. This is a matter of principle for leaders and an important condition for unity. Don't be proud of people who have not made big mistakes and have made great achievements in their work. It is forbidden to celebrate the birthday of the party's leaders, to use the names of the party's leaders as the names of places, streets and enterprises, to maintain the style of arduous struggle and to stop the phenomenon of eulogy.
12、 Draw two lines. First of all, is it revolution or counter revolution? Yan'an or Xi'an ? Some people don't know how to draw this line. For example, when they opposed bureaucracy, they described Yan'an as "useless", rather than comparing it with that of Xi'an. This is a fundamental mistake. Secondly, in the ranks of the revolution, we should draw a clear line between right and wrong, between achievements and shortcomings, and between them what is primary and what is secondary. For example, is the score three or seven? We can't say less, we can't say more. There must be a fundamental estimate of whether a person's work is a three-point score seven point error or a seven point score three point error. If it's a score of seven, then we should basically affirm his work. It's totally wrong to say that achievement is the most important thing and mistake is the most important thing. We must not forget to draw the line between revolution and counter revolution, between achievements and shortcomings. Keep these two boundaries in mind, and things will be easy to handle, otherwise the nature of the problem will be confused. Naturally, to draw a good boundary, we must go through careful research and analysis. We should take an analytical and research attitude towards everyone and everything.
My comrades and I in the Political Bureau feel that only with these methods can we do a good job in the work of the Party committee. In addition to holding a good Congress, it is extremely important for Party committees at all levels to do their own leading work well. We must pay attention to working methods and improve the leadership of the Party committee.notes

See the Analects of Confucius, gongyechang. The original is: "quick and eager to learn, not ashamed to ask."
Yan'an is the seat of the CPC Central Committee from January 1937 to March 1947, while Xi'an is the ruling center of the Kuomintang reactionaries in the northwest. Mao Zedong compared revolution and counter revolution.
